二、大赛目的
Purpose of the Competition

为服务并融入国家“一带一路”倡议，加快建设面向南亚东南亚科技创新中心，推进创新创业国际化，以南亚东南亚留学回国人员创新创业大赛为契机，打造云南省面向南亚东南亚对外开放新高地，加强与欧美科技发达国家科技创新合作，吸引海外科技人才及相关领域创业项目落地云南。
Serve and integrate into the “Belts and Roads” Initiative, accelerate the development of technological and innovative center facing South and South East Asia, boost innovation and internationalization, taking the opportunity of the Innovation and Entrepreneurship Competition for Returned Overseas Students from South and Southeast Asia, build a new bridgehead for Yunnan Province to open up to South and Southeast Asia, strengthen scientific and technological innovation cooperation with technologically developed countries in Europe and Americas, and attract overseas scientific and technological talents and entrepreneurial projects in related fields to land in Yunnan.

四、决赛安排
Arrangement of Competition

（一）赛前培训
Pre-Competition Training

2022年12月14日，上午10:00 - 12:00，使用“ZOOM”视频会议软件进行线上培训。

2. 评委赛前培训

2022年12月14日，下午17:00 - 18:00，线下在云天花苑酒店百合厅，线上使用“ZOOM”视频会议软件。

（二）决赛分组
Grouping of Competition

此次决赛共100个项目参赛，南亚东南亚企业项目11个，中国企业出海南亚东南亚项目21个，南亚东南亚在校学生创新团队项目4个，云南高校南亚东南亚籍留学生创新团队项目4个，外籍创新团队项目7个，云南创新团队出海南亚东南亚项目15个，留学回国人员创业项目40个。
There are a total of 100 projects participating in the Final Round, including 11 enterprises for South Asian and Southeast Asia, 21 Chinese enterprises which plan to enter South Asia and Southeast Asia, 4 innovative teams of students in South Asia and Southeast Asia, and 4 innovative teams of students from South Asia and Southeast Asia in Yunnan universities, 7 foreign innovation teams, 15 Yunnan innovation teams which plan to enter Asia and Southeast Asia, and 40 enterprises for returning entrepreneurs.


（三）决赛形式
Form of Competition

决赛结合当时疫情防控要求，采用“线下+线上”相结合的形式进行（原则上国内企业及团队线下路演，海外企业及团队线上路演）。决赛共分为4组，每组由5位评委进行评分。每个项目路演时间为10分钟，包括路演PPT、展示样品等环节，评委问答环节5分钟。
The Competition will be conducted in the form of "offline + online" in combination with the epidemic prevention and control requirements at the time (in principle, domestic companies and teams will have offline roadshows, and overseas companies and teams will have online roadshows). The Final Round will be divided into 4 groups, and each group was scored by 5 judges. The roadshow time for each project is 10 minutes, including roadshow PPT, sample display, etc., and the judges' Q&A session is 5 minutes.

（四）决赛时间及地点
Time and Location of Competition

2022年12月15日至2022年12月16日。其中，12月15日为企业组（22个项目）、团队组（20个项目）、初创组（22个项目）、孵化组（18个项目）比赛；12月16日为企业组（10个项目）、团队组（8个项目）比赛。

2. 地点
Location
线下路演地点：昆明市云天花苑酒店1-1、2-1、3-1、百合厅会议室；
线上参赛方式：企业组及团队组参赛者使用“ZOOM”视频会议软件；初创组及孵化组使用“腾讯会议”软件。（参赛者进入会议前需修改备注为企业或团队名称+个人姓名，待管理员确认后方可进入，若备注信息与参赛团队提供信息不符，则不能进入会议进行答辩）

Online Participating methods: Participants in Enterprise Group and Team Group will use "Zoom" video conferencing software; the Start-up Group and the Incubation Group willl use “Tencent Meeting (VooV)” video conferencing software.

（五）决赛评审

Evaluation of the Final Competition


首届云南国际创新创业大赛决赛评委将由云南国际创新创业大赛组委会办公室统一选取和进行分组构建。大赛评委将按照大赛组委会办公室制定的统一评审规则及评选标准，遵循“公开、公平、公正、竞争择优”的原则，围绕技术和产品、商业模式及实施方案、行业及市场、财务分析、团队建设等方面对参赛项目进行评选。
The judges of Final Round of the first YIIEC will be selected by the Office of the Organizing Committee of the YIIEC and organized into groups. The judges will follow the principles of "openness, fairness, impartiality, and competition for the best" in accordance with the unified evaluation rules and evaluation criteria formulated by the competition organizing committee, focusing on technology and products, business models and implementation plans, industries and markets, financial analysis, team building and other aspects for the participating projects.

1. 评委选取
Judge selection

根据大赛分组和项目涉及领域，决赛评委组由金融机构、创投专家和产业专家组成。金融机构与创投机构评委由国内外创投机构推荐人选中选出，产业专家评委由省内外龙头企业及相关领域技术专家和企业家推荐人选中选出。大赛同时设有公正处和评审委员会，大赛评审委员会5人由大赛4个组的4名评委组组长和一名组委会专家构成。
According to the competition grouping and the fields involved in the project, the final judges will be composed of financial institutions, venture capital experts and industry experts. The judges of financial institutions and venture capital institutions will be recommended by domestic and foreign venture capital institutions, and the judges of industry experts will be recommended by leading enterprises in and outside the province and technical experts and entrepreneurs in related fields. The competition will also have an Notary Office and a review committee. The competition review committee consists of 5 members, 4 judge team leaders from 4 groups of the competition and an expert from the organizing committee.

2. 评价标准

Evaluation Criteria


评委根据每个项目产品的专业性、可应用性、可推广性，以及商业模式和团队构成的合理性来进行评分。

The judges will score each project based on the professionalism, applicability, and promoteability, as well as the rationality of the business model and team composition.

3. 成绩公布
Announcement of Result

评委在各企业（团队）路演后现场打分。同时接受社会监督。决赛结果将在科技厅官网和大赛官网进行公示。公示期间若有疑问，请致电咨询大赛组委会办公室（0871 - 63138908）。
The judges will score on the spot after the roadshow of each enterprise (team). At the same time, we accept social supervision. The results of the competition will be announced on the official website of the Yunnan Provincial Science and Technology Department and the official website of the competition. If you have any questions during the publicity period, please contact the competition organizing committee (0871-63138908).

4. 为确保此次决赛评审结果公平、公正，大赛组委会将邀请权威公证机构全程参与项目路演、专家评分、统分等过程。赛后，对赛果进行逐一复核，确保赛果符合既定程序和规则。同时由云南省科技厅负责组织公证员1名加入到评审委员会负责监督。
In order to ensure the fairness and impartiality of the final review results, the competition organizing committee will invite authoritative notarization agencies to participate in the whole process of project roadshow, expert scoring, and score tallying. After the competition, the results will be reviewed one by one to ensure that the results comply with the established procedures and rules. At the same time, Yunnan Provincial Science and Technology Department is responsible for organizing a notary to join the review committee for supervision.

（六）奖项设置
Prize
本次决赛共计100个项目。各组别评选出6个优胜奖（一等奖一名、二等奖两名、三等奖三名），共24个项目获奖。
There are a total of 100 projects in this final. 6 winners will be selected from each group (one first prize, two second prizes, three third prizes), and a total of 24 projects will win awards.

（七）决赛颁奖仪式

Award Ceremony

受疫情反复影响，决赛颁奖仪式将于决赛后择期举办。具体安排赛后通知。

五、参赛者须知
Notice to Participants

（一）决赛比赛顺序将结合各参赛企业（团队）的路演方式（线上或线下）、语言、时差等进行排序。线下比赛时如未按比赛顺序出场则视为自动放弃，不再进行补赛，评委将根据参赛者提交的资料进行评审打分。线下参赛者根据各自参赛时间需提前30分钟到达会场，并提供48小时核酸阴性证明、健康码绿码证明（省外赴昆参赛者需严格按照当时昆明防疫政策执行）。线上参赛者如因网络视频连接丢失等技术原因导致比赛中断，重新连接时仍在路演时间内，可以继续路演。超出路演时间评委将根据参赛者提交的资料进行评审打分。
The order of the competition will be based on the roadshow form (online or offline), language, and time difference of each participating enterprise (team). In the offline competition, if you fail to present in the order of the competition, you will be deemed to give up automatically, and no make-up competition will be made. The judges will judge and score according to the information submitted by the participants. Offline participants need to arrive at the venue 30 minutes in advance according to their respective entry time, and provide a 48-hour nucleic acid negative certificate and a green health code certificate (participants going to Kunming from outside the province must strictly follow the Kunming epidemic prevention policy at that time). If the online participant is interrupted due to technical reasons such as the loss of network video connection, the roadshow can still be continued during the roadshow time when reconnecting. If the time is exceeded, the judges will score based on the information submitted by the participants.

（二）谨防参赛者在路演时PPT无法正常打开，若要更改路演PPT，需在2022年12月13日18:00前将PPT上传至大赛官方网站www.yiiec.com，若路演时PPT与上传时PPT不符，后果由参赛者自行承担。
Beware that the PPT may not be displayed normally during the roadshow. If the participants want to change the PPT of the roadshow, they must upload the PPT to the official website of the competition www.yiiec.com before 18:00 on 13th December, 2022. If the given PPT does not match when uploading, the consequences shall be borne by the participants themselves.

（三）大赛秉承公平、公正的原则，严格杜绝中介机构介入比赛环节，在12月12日18:00前，参赛企业（团队）需将各自参赛路演人员名单发送至组委会，届时线下答辩人员需带齐个人身份证明材料，现场将进行登记并查验本人身份（中国公民通过专业机构公证处提供IDC进行核验，外籍人员需持相关证件进行核验），线上答辩人员需手持个人身份证名材料，说明自身所属企业（团队）信息，如果发现并证实答辩人员与所提供名单信息不一致，则不与进入赛场；
The competition adheres to the principles of fairness and justice, and strictly prevents intermediary agencies from intervening in the competition. Participating enterprises (teams) need to update their list of participating roadshow personnel to the organizing committee. At that time, the offline respondent must bring their personal identification materials, and the on-site registration will be carried out and their identities will be verified (Chinese citizens provide IDC for verification through the notary office of a professional institution, and foreigners need to hold relevant certificates for verification), online responders need to hold personal ID materials, and tell their own company (team) information, if it is found and confirmed that the respondent is inconsistent with the list information provided, the person will not be allowed to enter the competition;

（四）如有需要进行产品展示的，线下参赛可带展品置于现场进行展示，线上参赛可在直播中对展品或宣传片进行展示（线上、线下展示时长均不做单独补充，包含在路演总时长内）；
If there is a need of sample (product) demonstration, offline participants can bring their samples to be displayed on-site, online participants can show their samples or trailers during the live (the time for sample demonstration will not be complemented, it is included within the time for presentation);

（五）本次比赛线下参赛团队和个人须自理食宿，若有需要，组委会可帮忙联络及推荐相关信息；

Offline participants must take care of their own board and lodging. If necessary, the organizing committee can help contact and recommend relevant information;


（六）按照云南省疫情防控最新要求（昆应疫指通〔2022〕144号）。取消来（返）昆人员抵昆前报备的要求，全市机场、火车站、客运站和公路不再实施核酸“落地检”，但是为保障各位线下参赛者身体健康，经大赛组委会研究决定，进入到赛场需要提供48小时核酸阴性证明、健康码绿码，进入赛场后需全程佩戴口罩，做好个人防护工作。

因疫情防控政策在实施过程中会根据疫情情况动态调整，若有最新要求，组委会将及时与省科技厅及参赛者进行联系沟通。
In accordance with the latest requirements for epidemic prevention and control in Yunnan Province, the reporting requirements for personnel coming (returning) to Kunming is canceled, and the city’s airports, railway stations, passenger stations and highways will no longer implement nucleic acid “arrival inspections”. However, in order to ensure everyone’s health and well-being, the organizing committee has decided that a 48-hour nucleic acid negative certificate and a green health code are required to enter the competition. After entering, a mask must be worn throughout the entire process and personal protection must be done. Because the epidemic prevention and control policy will be dynamically adjusted according to the epidemic situation during the implementation process, if there are new requirements, the organizing committee will communicate with Yunnan Provincial Science and Technology Department and the participants in a timely manner.
